Madrid Community School District Begins Petition Process for Proposed $11.9 Million Bond Referendum
MADRID, IOWA — Following nearly two years of facility planning, staff engagement, and community input, the Madrid Community School District steps toward improving its school facilities by beginning the petition process for a proposed $11.9 million bond referendum.
The proposed plan focuses on preparing students for future careers, improving student safety, replacing aging building systems, and responsibly maintaining the District's existing facilities—all while utilizing a fiscally responsible funding strategy designed not to increase the current property tax rate.
To place the question on the November 3, 2026 ballot, the District must first gather the required number of signatures from eligible voters within the school district.
"This petition is an important step in allowing our community to decide the future of Madrid Community School District," said Superintendent Jason Gabel. "Over the past two years, we've taken a thoughtful and transparent approach by evaluating our facilities, listening to staff, and engaging community members to identify our greatest needs. This proposal reflects those conversations and represents an investment in our students, our schools, and Madrid's future."
When approved by voters, the proposed project would:
Expand Career and Technical Education opportunities with dedicated spaces for agriculture, skilled trades, culinary arts, and health sciences, allowing students to earn industry certifications before graduation.
Improve student safety, wellness, and activities through updated physical education, fitness, and athletic spaces.
Modern outdoor activity amenities with updated, accessible restroom facilities to better serve students, families, and community members attending school events.
Replace aging heating, ventilation, and cooling systems throughout key areas of the Junior/Senior High School.
Preserve and modernize the existing building to better serve students and the community for decades to come.
The proposed funding plan utilizes state SAVE (Secure an Advanced Vision for Education) sales tax revenue for the majority of the project, with the remaining portion funded through a General Obligation Bond. The District has structured the plan to extend the existing debt service levy rather than increase the current property tax rate.
"Our Board has worked diligently to study the district's needs and develop a responsible plan. Now it's time for the community to decide whether this question should appear on the ballot on November 3. We encourage eligible voters to sign the petition, learn the facts, and participate in the process," said Board of Education President Lauren Clark.
Community members are currently gathering signatures from eligible district voters to place the proposed bond referendum on the November ballot. Residents interested in signing the petition can do so through the school board members, at the district office, and at upcoming community events.
